The Avoyelles Parish Police Jury met in regular session on Tuesday, May 8, 2012 at 6:30 PM in the

Police Jury Meeting Room of the Parish Courthouse, Marksville, Louisiana with the following members

present:

Larry Sayes, George Romano, Mark Borrel, Glenn McKinley, Charles Jones, McKinley Keller, Gary

Plauche, Louie Laborde and George Mayeux.

The meeting was called to order by President Romano.

The meeting opened with the Pledge of Allegiance to the Flag of the United States of America followed by an opening prayer led by Charles Jones.

President Romano stated anyone wishing to present comments on agenda items must sign up and indicate the agenda item they wish to discuss. There were no comments.

On motion by Louie Laborde, seconded by Charles Jones, the Avoyelles Parish Police Jury does hereby adopt the minutes of the Regular Meeting held April 10, 2012 as printed in the “Weekly News,”

Official Journal of the Parish and mailed to all Jurors. Motion carried.

On motion by George Mayeaux, seconded by Gary Plauche, the Avoyelles Parish Police Jury does hereby approve the minutes of the Avoyelles Commission of Tourism held April 23, 2012. Motion

carried.

President Romano presented upcoming meetings and events.

Delegates:

Judge Billy Bennett discussed a proposed tax millage to be used towards the construction of a Courthouse Annex building that would house the 12th Judicial Court. Judge Bennett pointed out that the Parish is conducting 2012 business in a structure designed and built for 1927. The current Courthouse does not meet all security and life/safety issues as now mandated by the Supreme Court, in particular the third floor which currently houses the courts. In addition, there is a strong possibility there will be a third judge approved for 12th Judicial.

John Bunning, Diamond Disposal, discussed the proposed sale of Diamond Disposal to White Oaks

Landfill and the transfer of the current Solid Waste Disposal contract to White Oaks.

On motion by McKinley Keller, seconded by Charles Jones, the Avoyelles Parish Police Jury does

hereby approve the sale and transfer of the current solid waste contract with Diamond Disposal to

White Oaks Landfill contingent upon the approval of documents to be submitted to Jim Lee, Assistant

District Attorney. Motion carried.

Don Normand requested reimbursement for tire damage sustained on Sookie Roy Road. Mr. Normand

was advised by Jim Lee that it is the policy of the Police Jury to not approve such requests unless the

Police Jury was previously notified of the problem with the road.

James Hohensee, URS, presented updates on the renovations of the Library and Health Unit and a

Change Order request for the renovations of the Health Unit and a Change Order for the proposed

completion date of the Library due to delays in the delivery of the elevator.

On motion by Charles Jones, seconded by Larry Sayes, the Avoyelles Parish Police Jury does hereby

approve a Change Order for the Health Unit in the amount of $38,878 for additional electrical,

millwork and lighting and to extend the completion date by 30 days. Motion carried.

On motion by Charles Jones, seconded by Louie Laborde, the Avoyelles Parish Police Jury does hereby

approve the Change Order to extend the Library completion date by 90 days. Motion carried.

On motion by McKinley Keller, seconded by Gary Plauche, the Avoyelles Parish Police Jury does hereby

reject the bid submitted by R. Doucet in the amount of $15,000 for adjudicated property located at

113 S. Elm Street, Bunkie because the bid was below the minimum acceptable bid. Motion carried.

On motion by McKinley Keller, seconded by Charles Jones, the Avoyelles Parish Police Jury does

hereby accept the bid submitted by A. Desselle in the amount of $12,500 for adjudicated property

located at 107 Sycamore Street, Bunkie. Motion carried.

On motion by Larry Sayes, seconded by George Mayeaux, the Avoyelles Parish Police Jury does hereby

approve the completion of the Louisiana Audit Compliance Questionnaire as required by the Legislative

Auditor. Motion carried.

On motion by Glenn McKinley, seconded by Mark Borrel, the Avoyelles Parish Police Jury does hereby

reappoint the following members to the Avoyelles Waterworks District: Donald Sampson, 4-year term;

Chris Burke, 3-year term; Albin Lemoine, 2-year term; Arlene Schexnyder, 1-year term. Motion

carried.

On motion by Louie Laborde, seconded by McKinley Keller, the Avoyelles Parish Police Jury does

hereby approve the appointment of Gerard Moreau to the unexpired term of Ms. Nancy Carruth.

Motion carried.

On motion by George Mayeaux, seconded by Louie Laborde, the Avoyelles Parish Police Jury does

hereby approve the Resolution opposing the elimination of the La. National Guard 259th Air Traffic

Control Squadron at England Airpark. Motion carried.

On motion by Larry Sayes, seconded by Mark Borrel, the Avoyelles Parish Police Jury does hereby

approve the Resolutions for the LCDBG/LaSTEP, Blair Road Project for Financial Management,

Residential Antidisplacement, and Section 504 Assurance. Motion carried.

On motion by McKinley Keller, seconded by Louie Laborde, the Avoyelles Parish Police Jury does

hereby authorize President Romano to execute an Intergovernmental Agreement with the Village of

Evergreen for pothole repairs on Cotton Street contingent upon reimbursement to the Police Jury for

all costs. Motion carried.

On motion by Glenn McKinley, seconded by Charles Jones, the Avoyelles Parish Police Jury does

hereby authorize President Romano to execute an agreement with the La. Water Company on behalf

of the Industrial District No. 1 for the replacement of overflow pipe on the elevated storage tank as

required by the Department of Health. Motion carried.

On motion by Gary Plauche, seconded by Charles Jones, the Avoyelles Parish Police Jury does hereby

approve Bubbies Subdivision, Joey Dufour, Developer, as recommended by the Avoyelles Parish

Planning Commission. Motion carried.

On motion by Mark Borrel, seconded by Charles Jones, the Avoyelles Parish Police Jury does hereby

set the Permit Fees for the development of oil wells at $750 per site effective immediately as

recommended by the Avoyelles Parish Planning Commission. Motion carried.

On motion by Larry Sayes, seconded by Mark Borrel, the Avoyelles Parish Police Jury does hereby

accept the low bid of $346,964.20 submitted by Tarver Land Development, LLC for the LCDBG Project

No. 709287, Street Improvements. Motion carried.

Committee Reports

Personnel:

On motion by Gary Plauche, seconded by George Mayeaux, the Avoyelles Parish Police Jury does

hereby approve to amend the Personnel Policy Handbook to change the working hours for Parish

Maintenance Facility Personnel from 4 working days, 10 hours per day to 5 working days, 8 hours per

day for any week in which a holiday falls. Motion carried.

On motion by Gary Plauche, seconded by George Mayeaux, the Avoyelles Parish Police Jury does

hereby approve to change working hours for Parish Maintenance Facility employees for the week of

May 14, 2012 to 4 days, 8 hours each day with Friday, May 18, 2012 to be a paid holiday in lieu of

April 6, 2012. Motion carried.

Road and Bridge:

On motion by George Mayeaux, seconded by Gary Plauche, the Avoyelles Parish Police Jury does

hereby approve to advertise to accept bids for road/bridge materials for the period July 1, 2012 -

December 31, 2012. Motion carried.

On motion by George Mayeaux, seconded by McKinley Keller, the Avoyelles Parish Police Jury does

hereby set July 10, 2012 for a Public Hearing for the adoption of an Ordinance to consider the use of

parish roads used as turn rows as a criminal offense. On vote:

Yea: Mark Borrel, Glenn McKinley, George Romano, Charles Jones, McKinley Keller,

Gary Plauche, Louie Laborde, George Mayeaux

Abstain: Larry Sayes

Motion carried.

On motion by George Mayeaux, seconded by Charles Jones, the Avoyelles Parish Police Jury does

hereby approve to obtain legal language from Foley/Judell regarding a proposed 20-mil tax to be

placed on the November, 2012 ballot with 17-mil to be used for Road and Bridge capital

improvements and 3-mil for the construction and maintenance of a building to house the 12th Judicial

Court System. Motion carried.

Finance:

Larry Sayes, Finance Chairman, reported that the Police Jury continues to operate within the budget.

HCV Program:

On motion by McKinley Keller, seconded by Charles Jones, the Avoyelles Parish Police Jury does

hereby approve the lease of a copier for the HCV Program office. Motion carried.

On motion by Mark Borrel, seconded by Louie Laborde, the Avoyelles Parish Police Jury does hereby

grant authority to the Secretary-Treasurer to pay all bills and to waive a reading of the whole. Motion

carried.

There being no further business, on motion by Gary Plauche, seconded by McKinley Keller, the

meeting adjourned. Motion carried.
