The meeting was called to order by President George M. Romano.
The meeting opened with the Pledge of Allegiance to the Flag of the United States of America led by Charles Jones, followed by a prayer led by Louie Laborde.
President Romano requested that anyone wishing to present comments regarding agenda items must sign up and indicate the agenda item they wish to discuss. There were no comments.
On motion by Louie Laborde, seconded by McKinley Keller, the Avoyelles Parish Police Jury does hereby adopt the minutes of the Regular Meeting held on November 8, 2011 as printed in the "Weekly News," Official Journal of the Parish and mailed to all Jurors. Motion carried.
On motion by Gary Plauche, seconded by George Mayeaux, the Avoyelles Parish Police Jury does hereby adopt the minutes of the Special Meeting held November 15, 2011 as printed in the "Weekly News," Official Journal of the Parish and mailed to all Jurors. Motion carried.
On motion by McKinley Keller, seconded by Charles Jones, the Avoyelles Parish Police Jury does hereby adopt the minutes of the Special Meeting held on November 17, 2011 as printed in the "Weekly News," Official Journal of the Parish and mailed to all Jurors. Motion carried.
On motion by Louie Laborde, seconded by Gary Plauche, the Avoyelles Parish Police Jury does hereby adopt the minutes of the Avoyelles Commission of Tourism held on November 28, 2011. Motion carried.
President Romano presented upcoming meetings and events.
On motion by Charles Jones, seconded by Mark Borrel, the Avoyelles Parish Police Jury does hereby approve to update the Permit Ordinance and Building Code Administrative Chapter to reflect changes in the building code requirements and to include registration of Third Party providers effective immediately upon said changes being provided to the Parish Planning Commission. Motion carried.
On motion by Charles Jones, seconded by George Mayeaux, the Avoyelles Parish Police Jury does hereby revise the HCV Program Waiting List to revert back to the date/time the application is submitted to determine the applicant s status on the waiting list. Motion carried.
On motion by George Mayeaux, seconded by Gary Plauche, the Avoyelles Parish Police Jury does hereby authorize President Romano to execute an Intergovernmental Agreement with the Avoyelles Port Commission to transfer ownership of sewer/water improvements. Motion carried.
On motion by Mark Borrel, seconded by Glenn McKinley, the Avoyelles Parish Police Jury does hereby authorize the Avoyelles Council on Aging Application to DOTD for CFR 5311 and 49 CFR 5309 Program. Motion carried.
On motion by Gary Plauche, seconded by George Mayeaux, the Avoyelles Parish Police Jury does hereby approve a waiver to drain effluent into the parish ditch at 206 Lemoine Lane, Moreauville. Motion carried.
On motion by Larry Sayes, seconded by Mark Borrel, the Avoyelles Parish Police Jury does hereby approve the 2011 Amended and 2012 Proposed Budget for the North Louisiana Criminalistics Laboratory Commission. Motion carried.
On motion by Glenn McKinley, seconded by McKinley Keller, the Avoyelles Parish Police Jury does hereby agree to enter into an Intergovernmental Agreement with the Town of Cottonport for drainage improvement assistance on MLK Drive, Delphine Alley and Coco Avenue with the Town of Cottonport to reimburse the Police Jury for all expenses. Motion carried.
On motion by McKinley Keller, seconded by Charles Jones, the Avoyelles Parish Police Jury does hereby adopt the Resolutions of Intent to Acquire the 28 adjudicated properties as presented. Motion carried. (Attachment #1)
On motion by Gary Plauche, seconded by George Mayeaux, the Avoyelles Parish Police Jury does hereby accept the low bid of $50,096 for Worker s Compensation Insurance as submitted by Dupre Carrier Godchaux Insurance Agency at the bid opening held earlier in the evening. Motion carried.
Larry Sayes reported on a Public Hearing held earlier in the evening regarding the cancellation of right-of-way commonly know as Piazza Right-of-Way in Centerpoint. No one submitted any objections or comments.
On motion by Larry Sayes, seconded by Glenn McKinley, the Avoyelles Parish Police Jury does hereby authorize the cancellation of the Piazza right-of-way. Motion carried.
On motion by Louie Laborde, seconded by McKinley Keller, the Avoyelles Parish Police Jury does hereby table the item regarding adjudicated property located at 314 N. Knoll Avenue, Bunkie. Motion carried.
On motion by George Mayeaux, seconded by Gary Plauche, the Avoyelles Parish Police Jury does hereby accept the low bids for road and bridge materials as submitted at the bid opening held earlier in the evening. Motion carried.

On motion by Gary Plauche, seconded by Charles Jones, the Avoyelles Parish Police Jury does hereby authorize to advertise to accept applications for the full-time Clerk position at the Parish Health Unit. Motion carried.
On motion by Gary Plauche, seconded by George Mayeaux, the Avoyelles Parish Police Jury does hereby authorize to send a letter of dismissal to the employee discussed at the Personnel Committee meeting held earlier in the evening.

Courthouse:
On motion by Mark Borrel, seconded by McKinley Keller, the Avoyelles Parish Police Jury does hereby authorize to request Marksville City Police to ticket any vehicle parked in a reserved parking space at the Courthouse effective January 1, 2012. Motion carried.

On motion by Charles Jones, seconded by McKinley Keller, to add the item regarding the procedure by the Police Jury for appointments to Boards and Commissions. There being no objection from the audience, the motion unanimously carried.
On motion by Charles Jones, seconded by Louie Laborde, requests for appointments by the Police Jury to any Board or Commission must be submitted in writing no later than the Friday before the scheduled Police Jury Meeting. Motion carried.
On motion by Charles Jones, seconded by Gary Plauche, the Avoyelles Parish Police Jury does hereby grant authority to the Secretary-Treasurer to pay all bills and to waive a reading of the whole. Motion carried.
