David Leger (W/M, age 29) of Palmetto surrendered to Troopers at EBR Parish Prison: Kelsye Hall of Baton Rouge surrendered to Troopers at Troop A on Highland Road.
Leger was booked on 5 counts of Vehicular Homicide. As a result of toxicology results from the Louisiana State Police Crime Lab, Leger is suspected of being impaired during the crash. Vehicular Homicide is punishable by up to 30 years in prison on each count.
Hall was booked on 5 counts of Negligent Homicide which is punishable by up to 5 years in prison on each count.
According investigating Troopers, Hall and Leger were westbound on I-10 both of whom were driving in an erratic and reckless manner. Leger attempted to pass Hall; however, Hall continued to prevent Leger from passing her vehicle. According to witnesses, Hall at one point was straddling the centerline of the interstate in an effort to prevent Leger from passing. Ultimately, Leger drove onto the right shoulder in an attempt to pass when Hall moved into the right lane to block him. Leger reentered the right lane clipping the front of Hall’s SUV causing him to lose control and travel across the median.
